Commissioner Harris called the meeting to order at 10:03 am.

Commissioner Harris motioned to waive the reading of the April 12, 2018 minutes and accept as written, Commissioner Cook seconded, motion passed

Operations

Parcel 271719220050 lien subordination status: There has been no response to the letter that was sent after the April 12, 2018 meeting

Parcel 271614700565 (Mt Park) connection request: The clerk informed the property owner that the district cannot provide water service to his property because Mt. Park is at its maximum connections for a class B system..

Forest Service system consolidation: No further information has been received.

Parcel 271718430010 discussion on lien: Attorney Marquis read the RCW 57.16.100 regarding LID closure and confirmed that LWWD followed all the correct procedures.

After extensive discussion regarding the district’s current late fee policy, it was decided that the policy should be changed because the commissioners never expected that any customer would be more than a month or two late in paying. Commissioner Harris motioned that late fees remain at 10% per bi-monthly billing period, but not to exceed $30 per billing period, retroactive to January 1, 2016. Commissioner Cook seconded.  Discussion followed and Commissioner Harris rescinded his motion.

LID penalty issue: The Commissioner agreed that the assessment notices were sent to the address on record, therefore the customer owes the late fees.  The clerk will notify the customer. The clerk will contact the Chelan County Treasurer and let them know that LWWD would like to be notified when LID assessment invoices are returned to the County by the post office.

Parcel 271718310250 short plat: Owner requested a letter from the district for Chelan County Public Works regarding pipe layout compliance with LWWD construction. Commissioner Harris will draft a letter of release after the property owner signs and returns the 2015 MOU regarding construction and easement specifics along the dirt Brown Road interconnect now under quiet title processing.

Barnard Creek dam removal: Commissioner Harris met with Cody Gillen from Trout Unlimited and has requested that Trout Unlimited write a scope of the work so bids can be offered to those on the district’s small works roster.  Work will be done in August or September when the creek flow is usually at its lowest.

Property split meter request: The clerk will notify the customer of the district’s policy regarding the creation of new parcels.

System Operation Status: Charlie informed the Commissioners that as of this morning, there are leaks in the chlorinator assembly and a broken pipe in the combined pump house.  It will need to be re-plumbed. 

Administrative

Customer Account Status: One parcel has been sent a demand letter stating that payment must be received in 10 days or water will be shut off/locked and $50 fee charged for disconnect.  All other customers are up to date, besides the 2 parcels with liens on them.

Accounts Receivable: $1,076.15 over 60 days past due; $5,557.68 over 90 days past due.  This includes the 2 parcels on which LWWD has placed liens.

Treasurers Report, as of 4/30/18 is $66,718.44 at the county. $500.00 is in Imprest; there were no expenditures in April.

$11,913.15 was received for the LID. The LID balance is $448,624.60 of which $435,818.83 is invested in LGIP (Local Government Investment Pool). In March LWWD earned $553.22 interest on that investment. April interest hasn’t been posted yet.

Commissioner Harris motioned to sign the O&M warrant in the amount of $3,198.49. Commissioner Borth seconded, motion passed

Commissioner Cook motioned to sign the April payroll warrant for $642, Commissioner Borth seconded, motion passed.

Commissioner Harris adjourned the meeting at 12:10 pm
