Commissioners Present: Jim Cook, Bruce Harris, Fred Guimond

Staff Present: Bonnie Klasell, Clerk/Bookkeeper; Charlie Cruickshank, System Operator

Commissioner Guimond called the meeting to order at 11:00am

Commissioner Guimond motioned to waive the reading of the minutes for December 10, 2020 and accept as written, Commissioner Harris seconded, motion passed.

Public Comments: None received this month

Elect 2021 President Commissioner Cook motioned to sign Resolution 2021-01-14A Electing Fred Guimond President; Commissioner Harris seconded; motion passed.

Elect 2021 Secretary Commissioner Guimond motioned to sign Resolution 2021-01-14B Electing Bruce Harris Secretary; Commissioner Cook seconded; motion passed.

Operations:

Generator: Commissioner Harris shared status update and financial reports submitted to Chelan Natural Resources; currently we have spent $5,818.75 with $19,381.25 remaining in the budget. Power Systems West was awarded the contract last month; they have ordered the Kohler generator, as it takes 2-3 months for delivery. We are on track for spring install.

Chlorinator: Charlie installed new chlorinator in December, it’s been operational for approx. 2 weeks and residuals indicate it is working well. He will order/install a new one for the Lake Wenatchee well, as that chlorinator is broken now.

System Updates: No additional issues, he did not have an update on the potential leak on Northshore reported last month..

Administration:

Water Availability Forms Issued: None requested

New meter installs – deposit disbursement: Customer #1068 prepaid $5000 to have 2 meters installed. Bookkeeper is determining actual costs of installation, vault, and meters to determine if a refund is needed. If so, she will prepare a check request for approval at the next meeting.

Customer A/R issues: Customer #1039 is extremely past due owes over $400. Due to Covid restrictions, we can’t turn off water. Customer has not responded to contact, Bonnie will continue to attempt to reach them.

Financial Reports – the Commissioners reviewed the December 2020 financial data as listed below.

Commissioner Guimond motioned to approve the November 2020 Financial Reports, Commissioner Cook seconded; motion passed.

Accounts Receivable 1/1/21: $7,475.18 is over 90 days past due, $972.08 is 60 days past due. All past due customers have been contacted.

Treasurers Report: as of 1/1/21: We have $93,364.85 at the county; $930.90 in Imprest.  Imprest expenditures in December was $69.10 to Bruce for 2021 mileage (reading meters).

LID #1:  1/1/21 balance is $ 533,799.92. $1,951.56 payments were received in December; LGIF interest was $64.85.

Commissioner  Harris motioned to sign the O&M warrant in the amount of $8,581.56; Commissioner Cook seconded, motion passed.

Commissioner Cook motioned to sign the November payroll warrant for $384.00; Commissioner Guimond seconded, motion passed.

The bookkeeper will send out an email each month with the agenda and Zoom info to encourage more customers to participate in our meetings. In addition, she will advise of the two commissioner positions open for election and the procedure for anyone to run for those positions.

Commissioner Guimond adjourned the meeting at 12:00pm
