Commissioner Harris called the meeting to order at 10:02am

Commissioner Harris motioned to waive the reading of the June 14, 2018 minutes and accept as written, Commissioner Cook seconded, motion passed

Operations

Parcel 271718430010 lien – Customer was notified of late fee credit since lien was place, and also charges for our attorney fees. No payment has been received.

Parcel 271718341000 lien – Owner has been notified that if payment is not received by July 30th a lien will be placed.

CIAW insurance application for the 2017-2018 – Commissioner Harris motioned to increase the book value of buildings by 10% on application; Commissioner Borth seconded; motion passed.

Approve Barnard Creek dam construction contract – we received 2 quotes, the lowest bid was $2,791.56. Commissioner Harris motioned to award the contract to Dickinson Construction; Commissioner Borth seconded – motion passed. Bookkeeper Bonnie Klasell will notify Dickinson Construction. 

System operation updates – System Operator Charlie Cruickshank was not at meeting, no updates. Commissioner Harris did some repairs on a trash water pump and the clerk will write a check to reimburse him for parts purchased.

Administrative 

Customer Account Status: We had one customer notified of a possible leak. We have 5 customers past due 60 days, they have been notified by email. All other customers are up to date, besides the 2 parcels with liens on them and the one with a pending lien.

Accounts Receivable: $1.619.28 over 60 days past due; $4,561.88 over 90 days past due.  This includes the 2 parcels on which LWWD has placed liens.

Treasurers Report, as of 6/30 is $70,378.47 at the county. $388.22 is in Imprest; June expenditures included $96 for annual PO Box rental and $15.78 for meter reader cables.

$34,051.06 was received for the LID. The LID balance is $566,995.72 of which $532,944.66 is invested in LGIP (Local Government Investment Pool). In May LWWD earned $632.12 interest on that investment. June interest hasn’t been posted yet. Commissioner Harris motioned to move $34,051.06 held in the county to the LGIF; Commissioner Borth seconded; motion passed.

Commissioner Borth motioned to sign the O&M warrant in the amount of $ 3,167.72; Commissioner Cook seconded, motion passed

Commissioner Cook motioned to sign the June payroll warrant for $ 567.00, Commissioner Harris seconded, motion passed.

Commissioner Harris moved to sign Resolution 2018-712 adopting changes to the Administrative and Operating Directives; Commissioner Cook seconded; motion passed.

Commissioner Harris adjourned the meeting at 10:50pm
